    Synopsis:

    The Dock Guard Observer is standing peering over the dock where one of his subordinates just jumped into the water for apparently no reason. All lines are low grumbling, as if spoken to the dead man.

    How to trigger:

    Go to Moonrise Docks -90; 5; -187
    Talk to the Dock Guard Jumper
    Use Tadpole power to have him jump into the water
    Talk to the Dock Guard Observer and tell him the other guard jumped
    Follow the Observer into and out of the tower (it's controlled by anubis, so his movement does not update if he is not loaded)
    Observe him looking over the dock edge.
