    Quick setup:
    - Load CTY_Main_A
    - Use Debug Book (Ctrl + Shift + 9)
    - Set Quest Flags and Options -> Act3 (LOW) -> Iron Throne -> Change State -> Back At Docks -> MajoritySaved
    - Then talk to the NPC
